Surprisingly, on IAF’s board sat American companies, as well as Iran and Pakistan, which were considered equal in accreditation to ANSI ANAB, (who are underwriters for IAF International Accreditation Forum Inc. Delaware USA. and ILAC (International Laboratory Accreditation Cooperation-Australia) thanks to their status as Multilateral Agreement Organizations or Multilateral Regional Agreements. Xiao Jianhua’s involvement in quality assurance dates back to 1994, and he possesses a wealth of information that comes to light in this investigation. 

In 2013, Daryl delivered a speech at the American Society for Quality, where he crossed paths with Dave Levy, a region-3 director of ASQ (the American Society of Quality), which jointly owned 50% of ANAB along with ANSI owning 50% at the time.
